10.2.1.0.PEDCNXM_v10-9 vs. 10.2.1.0.OEDCNXM_v10-8.1 - please help

I’m currently on stable 10.2.1.0.OEDCNXM_10-8.1. I would like to flash the new 10.2.1.0.PEDCNXM_v10-9. Is it required to make a clean install, ie wiping data before installing?

I’m asking because v10-9 is based on Android pie whereas v10-8.1 is android Oreo.
 
According to the installation instructions, wiping the data partition is not required:

Installation via TWRP:
- Download zip to internal storage
- Updater - Menu (...) - Reboot to Recovery
- Install - Select zip
- Reboot
- Done

I’m asking myself if this is true, taking into consideration that the update from android 8 to android 9 is a major update.

I update it from oreo to pie..just dirty flash
