I'm have xiaomi mi note 3 with the latest rom.
I'm also using a smart watch paired to the phone 24/7 and I need an app with access to notifications to send them to the watch.
I tried multiple applications and after granting access to notifications when I open the app again after few hours it says "need access to notifications" again.
There are 2 buttons "cancel" and "notification access" and if I press "notification access" I see that my app has this access already selected but still every few hours I need to go into the app enter , see this windows and enter to "notification access" as if I need to remind the phone that it already granted this access.
