It's on the v5 rom, running in the background what is it?
I've looked on here and web and can't see any proper answer.
I've frozen it with titanium and nothing seems to have broken....

Has to do with MI Cloud, MI Credits (ex sending SMS through MI Cloud). If you don't use it, you can freeze it.
