Apn setting not available for this user

I tried to add a Moroccan APN for the sim card. But if I try to save the settings the message is always like in the picture that it's not able for this user..I reset all the settings but without effect. What could I do to solve the problem?

Mi 11 ultra with xiaomi.eu actual 13.0.13 Rom
