Buy ROM European version in Bolivia

I was about to buy a Xiaomi Note 13 Pro 5g and the seller that is not the global version of the system, it's the European one. The phone was cheaper than a global, like 100$ less. But the seller said that I will have some troubles with the european version like updating any app could create bugs with the hardware, I shouldn't connect my phone to the WiFi (lol)... What do you think? I live in Bolivia, what are the risks ? I'm a bit lost.
 
There is no such thing as an EU device. It is Global or Chinese device only.
According to what you write, this is a Chinese version of the device with an unlocked bootloader and a custom ROM from xiaomi.eu installed.

I'm not sure to understand because I've seen EEA version that looks to be another one as the xiaomi.eu.
 
- Global EEA is the official stock ROM
- Xiaomi.eu is a custom ROM that has various modifications

1/Which model?
2312DRA50G, 2312DRA50I, 2312DRA50C, 2312CRAD3C, XIG05, 23122PCD1G, 23122PCD1I(Some code names are Poco.).
2/the full name of the current rom?
Example:OS1.0.14.0.UNREUXM
3/Is the bootloader unlocked?
