Actually, it IS a bug. while in a call,press call tools, sms and it opens notes instead sms app.

Its actually supposed to take you to notes. The string for SMS needs to be fixed to notes.

Instead of send sms. It needs to be notes. Its not taking you to the wrong app, the label is just wrong in this reported bug

In other words, if you're on the phone with someone you might want to take notes about the conversation. Hence the link to the notes app. When you're on the phone with someone there would be little point in sending them an SMS. The notes app is what you want but the label (Send SMS) is wrong. It should be "create a note" or something.
