Can I install custom rom with this TWRP?

So, I have some issues with my MI 8 se and had to research how to fix it, it was stuck at the loading because had no storage left. I've installed this twrp and worked great for me, the recommended serius one from the thread didn't load up.

The question is can I install the rom with this one

what is the rom you have installed?
1227 version is for rom after 8.12.20 and not for stable rom up to now.
Also, Twrp 9 for Sirius from this site is well working with rom 9.2.15. (I use it now.)

It came preinstalled with xiaomi.eu rom from the vendor, Android Version 8.1.0 OPM1.171019.019 / MIUI VER, 9.5.10.0 OEBCNFA

I would like to update it to MIUI 10

Very old rom version. oreo 8.1
You should be able to install TWRP 1102 and flash any new rom you want. You just change the twrp to 1227 just after flashing if you use a dev rom.
Download latest twrp (1227) from the site here. first page.
edit: format data if your already installed rom is encrypted.

I've installed recovery-TWRP-3.2.3-1102-XIAOMI8SE-CN-wzsx150 and it works when I the power button and volume up. Is it ok to install new rom through this TWRP?

It's OK for twrp version.
you'll be able to flash new rom when it will be available. May be next week? Just check forum here.
