use the included cable for the phone, and that animation should pop up. If you use a different cable then it won't show the small percentile (in per mille)

Both phones are using the same charger and cable.
But I've red that almost all Poco X3 users have the same problem and I guess it's another MIUI bug

I really cant believe that just rebooting into fastboot mode solves the issue!

it is true rebooting from fastboot the problem disappears. just tested.
