clean install for last eu.weekly

Hello to all the community :Is it possible to flash the last xiaomi.eu HMnote 8 20.9.3 weekly(who works on android 10) with MIUI 12 over a xiaomi global stable 11.0.9 PCOMIXM (who works on android 9) with a clean install on Redmi Note 8

If your clean install means FORMAT DATA in TWRP, then yes.

With clean install i mean : 1 Reboot in TWRP
2 Format Data in TWRP then yes
3 Reboot in TWRP once again
4 Install the Xiaomi.eu from TWRP
5 Done
Is it correct ?
Any kind of problem to flash xiaomi.eu weekly(android 10, Miui 12) over a xiaomi global stable rom (android 9 ,Miui 11) with this process ?
