New Coming Call Bug - 9.8.29

There is a bug when receiving a call
When telephone ringing cant answer the call cause it ringing in background
So i have to open phone lock then opening it from top green bar also when phone is locked and screen off . Fix it please

Have you figured this out? My friend has the same issue on his Mi9 SE, I've tried downgrading the rom, unrooting, wiping caches, wiping data for caller/launcher apps, the issue doesn't go away anymore, doing a clean install just because of this one bug is a headache.
