CPU Toggle on Pull Down Bar

I'm new to MIUI, and can't figure out what the CPU toggle does on the pull down bar.

I think it sets down the cpu 200 mhz lower....

I believe it simply toggles power saving mode. Things like cpu throttling depend on how you set said mode. As usual, hold down the button to jump to the config screen.
