Data Roaming

Hi All.
Today I first started using my Mi5 ,
When I got out of my Vodafone (Australia) coverage area it comes up with an R inside a circle next to the signal strength Bar. It also comes up with a little notification warning about Data Roaming even though I have it set to Never.
Is there a way I can fix this?

There's national and international roaming. It seems your cell carrier is a virtual one and uses other carrier networks to provide the service (national roaming).
