I want to know know something about these two builds

Current i have lastest weekly update and i want to go to stable build i'm not offen to updated anyways.

1. If i "downgrade" to stable i lost twp TWRP?.
2. If go to stable i not lose anything? i mean acts as normal upgrade.
3. I can root.?
4. The stable, what version is the moment if we talk weekly update, there is not changelog for MIUI 8

No, if you upgrade using recovery method.

2. If go to stable i not lose anything? i mean acts as normal upgrade.

If you go dev<->stable, it should be sane to wipe data (factory reset), else some apps could break.
Backup your data and you could restore almost anything.

Yes, flashing SuperSU as usual.

You can check by yourself clicking on the ROMs DOWNLOAD on top of this page, then on the first link below DOWNLOAD STABLE (W/O ROOT, NO WEEKLY UPDATES), then click on MIUIvX where X is the version you want to download and finally click on the link containing "HMNote2" in the file name with the higher V(ersion) number and Begin Download on the page that will open after.
