Redmi Note 9 4G and Redmi 9T share the code name "lime". Besides, the ROM name is "HMNote94G_HM9T". Therefore I assume that they are the same phone with different names.

Yes both ROMs are same

It is a fastboot rom, so no twrp
You have to install Using PC.
