Dolby Atmos Port Xiaomi EU Roms.

The Redmi K40/Poco F3 has Dolby Atmos, I'm unsure if it's an app or a audio chip.

If it's an app, any chance we're going to see Dolby Atmos ported to all Xiaomi EU roms in the future?

Of course not. We're offering a pure MIUI experience. Dolby Atmos isn't officially available for the device, so adding a reverse engineered version of it is illegal.
