Failed to register with Micloud Service

Im Unable to bind my SIM to Micloud,It ask for verification via SMS but it tell unable to send data from data connection.
It been issue for sometime now.I have updated my phone to lastest version.
My phone is MI2
Any suggestion to resolve the issue?

It seems that some people have fixed it by wiping everything and installing again the ROM. without restoring the settings from backups.

I tried to wipe the user data but still I have issue.
I need help on below points can someone.help me
1. I want to delete the mi cloud account. Since unknowingly created multiple account.

2. I have placed update.zip file in sdcard root but still it is not taking update from recovery.can someone provide me the screen shot of root path

What do I lose deleting xiaomi service data?

I cant recive the SMS even after I delete xiaomi services framework data...
Is there any thing else that I can do?
