Is it legit and good?

It is legit, works.

You can for example use it to flash Global firmware on your Xiaomi.eu ROM, which normally uses China firmware.

There is normally no reason to do this,
Don't do this if you don't know what you are doing.

I use it to check some things in new releases before installing them, you don't have to download the full rom.
