Help New User - Noob Question

I bought a Redmi3 in PowerPlanet and it came with the ROM Stable XIAOMI.EU 7.1.3.0 installed.
My question is, if it came with this ROM, my boatloader is unlocked?

No, bootloader is always blocked from a store.

I dont understand how bootloader is locked and the store send me a redmi3 with pre-installed xiaomi.eu ROM... Can someone explain me?

Miflesh can write rom into phone. Bootloader is blocked from Xiaomi factory. That means that you can not write twrp recovery into phone. After unblocking you will can write twrp into recovery partition of phone and after that flash all roms whit twrp. http://en.miui.com/unlock/

Ahhh i understood.
So with MiFlash i can flash ROMS like official Global/Dev/Stable from miui without unblock?
