First of all my RAM memory is always 80% used without any apps running is it possible to do something about it?
Second is there a way to fix permissions?

This is the normal Ram usage by Android, and Linux.

The OS freeing Ram when it necessary. 80%, that doesn't mean the Mi2A is over charging.

Not like Windows...

Yes. Search more detail for linux RAM usage.

With windows, if the os use 80% of RAM, the system is slow.

With linux, and Android, not.
