How To Deactivate Native Weather App?

As I use another weather App, i want to deactivate the one which is built in.
I did this in one of the older versions, but now the button to deactivate the App is disabled, and I don't know how to enable it.
A restart and turning on Developer options doesn't help.
Does anyone have an idea?

I just downloaded new one and denied the other one to run on background

Where can i deny an app from running in background?
