It's always been like that, just because it doesn't say "MTK" doesn't mean that it's not.
Anyway there is no other version of RN4 currently available on the market.

I can't comment on the Official ROM's but I have been using the Xiaomi.eu ROM's since 22.12.16 & I'm now using 7.1.5 with no problems for me.
