New Icon and % battery issue. Android 9

Icon/symbol and % battery issue. When font shows 98% -> icon battery shows less (about 60%?)
Xiaomi note 5 pro , android 9.5.9. default skin classic, default font, black normal .jpg wallpaper, turn on adaptive battery
The problem appeared after update android 8.1 -> 9, dalvik cache clean

Does it change and show true percentage when pull quick menu down ?

When pull quick menu down -> icon battery show true percentage!
The desktop/status bar show the wrong battery icon.
Really the phone is fully charged 100%
I changed the wallpaper but it did not do anything

So the problem is same for some models ( mi8, note6 pro , note5 pro maybe other models ...)

Same since 9.4.x or before, I don't remember. I think this issue belong to xiaomi

I made update from Android 8.1 last dev version xiaomi.eu to android 9 last dev version without a reset factory. Only wipe dalvik and wipe cache. Maybe there is a problem here? Has anyone done a full reset data?

Today made a clean install to a friends redmi note6 pro, 9.5.9 rom. Problem didn't exist. But even dirty install if this problem solves it would be good.

Tried clean install yesterday. Did not help
Another issue: theme for status bar/notification panel not working anymore. Since some release ago

I made upgrade to soft. 9.5.16/17 plus clean cache and clean dalvik cache, and again set themes to classic (reset theme?) . Problem didn`t exist, icon battery works OK with %. I didn`t wipe full.
Xiaomi note 5 pro whyred.
