Incoming call problem

Hi everybody!
When the phone is in use, it does not indicate an incoming call. The phone rings, but I can't answer it. The dialer does not appear. When the display is off, everything is normal. What's wrong?

I have got this issue too. Im try to reset data for caller application, control all permissions, but its all dont work =(((

I did a factory data reset which solved the problem.
