Is The Phone Not Rooted By Default?

I am thinking of getting a 5s+ and install this ROM as soon as TWRP becomes available. My question is: Is the phone unrooted by default? I want to use Android Pay and I don't root my phone these days.

Unless official Chinese dev rom, it's not rooted. If you flash eu rom, you have to root every time again.
