Is there anyway to have "other permission" like in this photo?

Hey, last time I had two permission option but I don't remember how I did it, is there any why do do it?

Black is how I had it and white is how it's now (last eu.miui)

On our ROMs, that could only happen if you somehow disabled MIUI optimization... or you just had a very very old ROM.
In any case, you're not supposed to see any permissions setting for this app, as with most system apps.
