İt has only chinese and english rom.
İf it is original which guide sould i follow to flash multilanguage rom?

So is this recovery which shown at picture belong to real redmi note? My old phone was mi2s and its recovery was different, there was writing miui recovery

Try from updater app
And if you dont have
Try install from here

First download latest version of multilingual rom from here

Put in sd card
And from updater app select install and select the rom

There is a two version, 23 and 21. 23 finding and loading update but version 21 finding update and giving error

I didnt understand .... You have two devices !
Anyway download latest rom 30 from the link I gave you above and put it on sd card and update .... From updater app not from recovery
And if there is errors then try install zip from recovery
