Yes, it looks like a vendor/modified ROM, so recommended to clean flash/install an official ROM.

Why seller put fake roms in phones?
If xiaomi unlock my bootloader, can i install new rom via updater?
If i can, all aplications all remains the same?

No ...If you want Xiaomi EU ROM you need a custom recovery (TWRP)...If you install a ROM via updater app it will relock the bootloader...

If it's the same as what I had, it won't let you update either via the updater app (error or 'already up to date' message) or stock recovery (can't access it). So you'll have to flash either a China beta/dev ROM, I think the global beta lets you now as well, via the SP flash tool. Then you can go through the bootloader unlock process.

If it succeeds via updater, I don't think it will update anything. However it wouldn't be a bad idea to back up anything important just in case.

You should be able to copy the backup file back to the internal storage on your phone and then use the backup app in settings to restore it.
