I can't answer for the eu folks, I'm just a new user, but I would guess from what I have seen that you would have to get together a team yourself to do the translation. And the eu roms are from the Chinese roms, not the Global roms

But even if Latviešu is not available as a system language, it is available in several important apps, such as the Firefox browser and Google Maps.

Well, tell me how to unpack and repack system.new.img
As I know that global roms has built in Latvian language. Cose phones in Latvia are sold with latvian miui.
I want eu rom with latvian.
