Location Permission

Installed Honeywell app for my thermostat and need to allow location permission but cannot change "Allow only while using the app" to "Allow all the time"?

When I select the option it grey's out then goes back to Allow only while using.

Using MIUI 12 but also happened on MIUI 11.

I've been wondering about this too. I think it means that the app itself is not requesting that permission, which probably means that it doesn't ever require location while not open. All the home automation apps are just clients anyway that work through servers (well, almost all), so the app probably isn't talking directly to the thermostat.
