Have you made format of data partition after rom installation (in wipe menu and confirmation by "yes")? Check this please.

first time you flash TWRP how do you do
1.fastboot boot (twrp.img) OR fastboot flash recovery (twrp.img)

fastboot boot twrp.img (don't use flash command )
after boot into twrp just install rom ( don't format anything)
after finished install clear cache and dalvic and reboot now it will reboot to xiaomi original recovery
wipe all and reboot wait and enjoy mi eu rom 12.0.6.0
