I currently have Mi 11 Ultra with the unlocked bootloader, using the latest EU version, and the twrp twrp-installer-3.6.0_11-0-star, but I have seen that the global rom is already on MIUI 13. Can I go back to the global rom without needing one of those special accounts to be able to flash roms? And if not, is that account necessary? Could you recommend a guide to return to stock.

You need to use Mi Flash, it should be easy enough to find a tutorial to use it.

You don't need a specific account but beware, if your phone used natively a Chinese ROM (your message suggest that you had a global ROM, but I'm taking precautions), don't lock the bootloader when flashing, or you may brick the phone.
