Mi note 10/Does anyone has flashed 12.1.5 eu stable (unrooted)and widevine becomes L3?

For my case, widevine becomes l3 as attached.
I asked some people who has flashed same rom without rooting, his widevine is still L1.
I would like to know cause and solution.
