What's the problem exactly? I can see "-1 screen" setting on MI 10...
If you have an "Uninstall updates" button in System launcher's app info screen, click it... and don't update the launcher manually...

App vault? I turn it on but no -1 screen up. I have 2 Mi10 Ultra. Both on 21.3.17 now.

By looking at your screenshots, I can say for sure that you're not using our built-in System launcher.
I already told you, "Uninstall updates" for the "System launcher" app.
If that button is not available, then remove any Magisk module you've used that replaces the System launcher.
