New [Mi11ultra] Can't access file from third-party apps

I can't access files from third-party apps like gmail, zalo, etc. It said "Fail to download attachment. Try download again." This issue is on miui 13 eu stable and all weekly version. The permission "Access and change files on internal storage" has already always alow. I'm flash rom by fastboot with factory data reset. And with miui 12 eu and miui 13 cn it's not happen. Thanks for helping.

Ok, when factory reset in the settings, the issue was fixed. But is there any different solution, because that mean I must setup phone twice everytime update rom.
