I had google assistant working at first but my phone got erased by device administrator due to failed password attempt. After setting up the phone again, I cannot get assistant to work again. I used the same set of instructions to enable it from here:

But it fails at the last step where I need to enable "Say ok google any time". I get an error popup: "The Google App isn't your default Assist app." "Retrain voice model" and "delete voice model" are greyed out.
I tried uninstalling google app, clearing cache and everything and rebooting to no avail. No idea what is going on here.
