With me the same problem. 12.5.3 Mi Note 10 lite. I also don't have a password manager in the cloud.

Did your phone have xxxMIXM firmware originally?
Yes .. and now I have Xiaomi.eu 12.5.2 to 12.5.3 (RFNMIXM) Android 11.
Before, everything was fine. After the update I went into TWRP "FORM DATA"
and pressed (factory reset)

I want to clarify, did it not work for you or stopped working after the actions that you described?
Managed to find out (for example, Mi 10), in firmware xxxMIXM there is no such option initially, it may also not be present on other stock firmware(INXM, IDXM, RUXM), but it is precisely if the firmware was in smartphone originally xxxMIXM, this option is not activated and not worked on.

I've never had the manager in the cloud (but) when I ran the security app,
I could turn on the password manager. As I said, I've never had it in the cloud,
not at Xiaomi.eu and not before. Strangely, I was always able to turn on the manager
like you did with your screenshot above. So yeah ... it worked before my update!

It turns out that we talked to you about different things ... It is the password synchronization to the cloud that does not activate and does not work for me, the password manager itself is activated and works perfectly.

I'm glad for you, assume that your device xxxEUXM(aka Europe version). Because it is for xxxMIXM(aka Global version) device that this does not work, correct me if i'm wrong. And how to activate this for the global version device...
