Xiaomi removed the code for that option starting from first MIUI 13 release (21.12.27).

Damn, why on Earth would they do that? Different people get their data reset at different dates during the month (me, for example, get my data each 6th of the month). This now makes it virtually unusable, because it means the most during those days when it's close to expiring.

Probably because this feature is not even officially available outside of China and is only visible on China ROM...
In any case, all related code was removed, so restoring that is not an option, sadly.

Because she has older Security app version. She will definitely lose it, but later.

OK, so Global has just Monthly, means we unlock Daily and Unlimited data plans as well.
Still, like said above, doesn't change the fact that the code was removed.

12.5.2 as provided in screenshot. I thought he meant that the feature isn't available outside of China on any version of MIUI, not just 13.
