No Floating Notifications Despite Being Enabled - Just Me?

Hi.
I'm a Noob
I am not getting floating notifications despite enabling it.

Is this just me or a known issue?

Go to Settings -> Installed Apps -> Downloaded -> Telegram -> Permission manager -> Display pop-up window
Or
Security -> Permissions -> Permissions -> Telegram -> Display pop-up window

Both are the same, so do either one and you're good to go

Yup, it's very well hidden
If you use Facebook Messenger you'll have to do the same thing as they are "blocked" by default
