I installed the Russian version last time but it doesn't work Google pay. The device is unlocked. Is there a solution?

If you are using an official ROM, the bootloader must be locked. Otherwise, GPay and some applications will not work.
If you are using a RU ROM, you can only lock the bootloader if you have a Global device.

If you want to use a device with an unlocked bootloader, I recommend installing the xiaomi.eu ROM.

I would prefer to have it locked so I can have the wallet too. In the Russian version clobal can I lock it again without erasing the device's data?

No. The bootloader locking process will erase your user data.
To lock the bootloader:
- If the installation was successful and the device booted into the system, you can lock the bootloader. (The lock process will perform a "factory reset")
- Put your device into fastboot mode
- connect to PC
- In the cmd command prompt, type the following command:
Code:
Code:
fastboot oem lock
- the device reboots into the system
- done

Attention!
You can only lock the bootloader in the following cases:
- CN devices with stock CN ROM
- Global devices with any Global ROM derivative (MI, EEA, RU, TU, TW, ID, IN, etc.)

- Product Authentication: https://www.mi.com/global/verify#/en/tab/secur

Cause of unlocked bootloader (I guess) phone is not able to make NFC payments.

Read my post above.
If you have a CN device I recommend installing the xiaomi.eu ROM.

Yeh, I'm not sure why you would unlock your bootloader and not install the xiaomi.eu rom it solves essentially any regional rom issues and allows unlocked bootloader with all Google services working fine
