Notification bar settings

Forgive me if this has been asked, but is there any way to get it to default to Notices when you pull down the status bar?

Ever since the Gingerbread update it defaults to the goggles. While I welcome the new addition of the separate goggles section, it doesn't make getting notifications very handy when I have to actually select Notices every time

This had me confused at first, but the thing is, if you pull the right side of the bar, it goes to toggles, but it will go to notifications of you pull the left side. Note that the ratio isn't 50/50.
