Notifications after restart

I moved from Mi8 to Mi9. I noticed that on my Mi9 after a restart the notifications are not working before I unlock the phone. On Mi8 I didn't need to unlock the phone to received notifications after restart. Is there a way to let Mi9 to get notifications without unlock the phone? Thank you for your help.

You might just have wrong autostart settings. It now has 2 toggles, which by default checks only one.

I checked all the autostart options and they look OK. Is it maybe something related to the encryption? I need to unlock with the pattern also TWRP.
