I have been using Mauronofrio's TWRP in my Cepheus ever since I flashed from official ROM to xiaomi.eu's ROM. Yes, it does work on Android 10. I am currently running TWRP version 3.3.1-52.

But when you flash the latest xiaomi.eu version 9.12.5, the TWRP in that ROM is 3.3.1-42.

What firmware are you currently using? If you are going from official to custom ROM, full wipe inclusive of formatting the data partition is recommended.
