OTA not working?

When I press the "check for updates" button in Updater app, I get a toast message saying I am up-to-date although I am still on 21.2.4. Why?

There was a line in 21.3.24 saying that OTA doesn't work. Might be that (although there were quite a few versions in between), but anyway, why not just install manually?
