Permission manager app crashes

The stable global 11.0.50 was installed. I did a clean install. I wipe everything. When logging into the Google account, the device displays the message that the permission manager has failed. From then on, from time to time, the message is displayed. Can someone help me? Any procedure that corrects this? Thanks!

How did you wipe? Can you provide the steps in detail?

Of course. Wipe all: data, cache, dalvik, system and internal storage... Last TWRP installed.

Well the result of a wipe data is NOT clean install.
You have to format data, so that the system is really clean.
So I would assume that some databases are still on your device and this is causing the crash.
