Phone calls not working while abroad

Hi

My phone calls dont work as soon as I am in a foreign countrys network. I have signal and also mobile data is working.
However calls and sms are not working. If I call it stops right away and if somebody else calls me it rings but I dont receive the call.
I am not sure where to look at since I tried different settings and also upgraded to latest stable.

I swaped the sim with my wifes one when I was last time abroad and with her sim in my phone its the same problem. And my sim with her phone worked.
