The search for Wi-Fi networks in third-party applications does not work, with the permissions granted ACCESS_COARSE_LOCATION, ACCESS_FINE_LOCATION, ACCESS_BACKGROUND_LOCATION.
In LogCat you can find that for applications (in my case) macrodroid and wifianalyzerpro "permission violation - startScan is not allowed ... no location permission", but the necessary permissions are granted.

MIUI uses an extra layer of security on top of standard AOSP permissions for location.
