Problems To Update To Rom With Android 7

Hello, I have a mi4c with the weekly ROM 6.12.22

By mistake, I installed the TWRP for Android 7 before updating the ROM and consequently the bootloader was blocked. I followed the official procedure to unlock it and now, although I received the SMS with the authorization of Xiaomi, I will not be able to unblock it, I think it is because I would have to install a developer ROM to be able to do it.
Please tell me if I am right and see if you clarify the doubts to install the latest weekly ROM with Android 7:

1.- Install developer ROM, but how? I have the bootloader blocked and therefore I can not access the recovery. With mi flash? Or directly from the update button of the current ROM?.
2.- Once developer ROM is installed, I suppose I can unlock the ROM from the Xiaomi software.
3.- Install TWRP Android 7 or the normal TWRP ???.
4.- Install the latest weekly ROM from TWRP.

I think the best way is to put phone in fastboot and flash last developer or last stable (both allow bootloader unlock) via MIPC SUITE, after that log in with your mi account and unlock bootloader with miunlock tool, than flash twrp and eu rom
