Redmi Note 3 Mtk Xiaomi.eu Rom No Unlock?

I'm from the Xiaomi forum from Vietnam. I want to make a guide for my fellows and test it for myself. Please support!

- Can I flash xiaomi.EU Stable, MIUI v9.2 ROM for Redmi Note 3 MediaTek without having to unlock the bootloader/or wait for 72h after binding the account?

- If yes, can I receive a link to download the required softwares or files?

sorry I didn't understand what did he mean by saying "binding". Could someone explain?
I have Xiaomi Redmi note 3 MTK xiaomi eu rom preinstalled at the store when I bought it two years ago. I would like to update the rom to the newest xiaomi eu version. Do I need to unlock bootloader or there is a simplier way of doing it?
