Redmi Note 4 Cannot Install Updated Rom

issue:
cannot install newest EU rom via twrp, it tries then reboots.

Confirmed:
md5 checked roms
getvar confirms unlock
mpt and photo connects to win 10 ent.
twrp installed 3.0.2
has EU rom 8.6.9.29
ADB works from pc
from mi unlock I installed Chinese dev. ROM. and unlocked the things that needed to be in settings.


Tried:

mount system in advanced twrp make sure it shows all
wipe userdata, system and dev/cache
then reformat ext4 these partitions go back to install and install the ROM file.
doesn't work with the chinese dev rom now or the EU rom. same tries to install then reboots. stuck on MI logo.

not sure what is going on. this should be easy.
 
Try formatting userdata in TWRP and they try to install. Read somewhere that it solves this problem. Try it and report back

tried that, doesn't work. also wiped the entire internal storage partition then had it reformatted back, doesn't work.
tried with EU rom, muiu global rom, dev rom. all different errors, even tried old EU rom, and it just reboots and freezes on mi logo.

I can restore no issues. Going to try and flash it via miflash but its not recognizing the device even though its showing up (internal and sd). same w. sp tool.
