Relock boot loader on other rom

Hi there, sorry if this is repeated but I had seen a guide on which cases it's possible to relock boot loader on official roms, which I cannot find. After latest google pay problems I have read that installing TW or RU rom I can have Xiaomi dialer and recording option... Now I have EEA model. Am I recalling right that the restriction is only with china roms? I mean can on eea flash any other rom and re lock safely except the Chinese one? After that is it possible to unlock again and re flash the original if needed? Thanks in advance!

Thanks for your answer, I know the procedure and I have done it only for official rom (eea). So according to the guide mine (Recognized as international) can be flashed TW and locked safely? Should payments work also with locked bootloader and official rom? Thank you very much for pointing me the guide! Do you know if another variant except TW and RU to support call recording too? (For Europe device use)
